Specific plans are comprehensive planning documents that address large geographic areas within the City and/or Planning Impact Areas and includes text, maps and diagrams that provide a detailed plan for development.
Specific Plans are uniquely tailored to the geographic area. A Specific Plan establishes the policy and implementation strategy for development of the area, including such items as land use, circulation, public services, infrastructure, financing, and development standards for the site in question.
The City is in the process of having an independent consultant prepare a Specific Plan and Environmental Impact Report (EIR) for the approximately 830 acre Chandler Ranch Area (view map). The property ownership within the Specific Plan area is as follows: (property owner chart).
Specific Plan Process (view chart)
The process of preparing the Chandler Ranch Area Specific Plan is divided into two phases:
- Establish tentative policy parameters addressing for the extent of planned growth and development and select a development scenario/land use alternative for further study;
- Prepare and consider an Environmental Impact Report (EIR), including fiscal impact analysis, and draft Specific Plan text of the specific plan.
During the period of September 1, 2004 through November 24, 2004, the City accepted comments on a Draft Specific Plan and Draft Environmental Impact Report (EIR).
Based on comments received from public agencies, organizations, property owners and individuals, and also based on property owner requests for changes to land use patterns within the Specific Plan area, it was decided that a revised Draft Specific Plan and Draft EIR would be appropriate.
A revised draft specific plan and revised draft EIR were released for public review and comment on November 17, 2005, consistent with a schedule approved by the City Council in June 2005. Responses to prior comments are incorporated into the new documents.
Opportunity for public comment on the new draft documents was made available through January 16, 2006. After January 16, 2006 the City’s consultants began the process of preparing responses to public and public Agency comments on the draft documents; copies of the comments received and responses to the draft EIR have been published in a draft Final EIR. Comments on the Draft Specific Plan will be summarized for Planning Commission and City Council consideration.
A new, updated schedule for the Draft Specific Plan and environmental documents is pending discussions with the property owners.

Additional Information - Specific Plan Guidelines
The California Resources Agency has developed an information system that provides the user with access to a variety of information about environmental and land use planning matters. This system is known as CERES (California Environmental Resources Evaluation System) and is part of the California Land Use Planning Information Network (LUPIN). For more information, you may want to visit the CERES website and access its database on Specific Plans, including reviewing the Specific Plan Guidelines. To access the CERES website go to: http://ceres.ca.gov/planning. Once at the CERES website, go to "Search," type in "Specific Plans", and use the "Submit" button to start the search.
