In some cases, a development project may require more than one type of application approval, submitted simultaneously; i.e. a Planned Development, a Conditional Use Permit, and a Parcel Map, for a commercial development in the PD Overlay District with a lot split.

Staff Level Development Projects are subject to City Technical Staff review and approval, and include those types listed below. These applications generally involve submittal under a Minor Development Application packet, with the exception of Business License and Home Occupation Permits these have a separate application form to be submitted. Ministerial Use Permits; such as Horsekeeping Permits, Home Occupation Permits, and Family Home Day Care permits, are granted by City staff only when specific performance criteria is met.
