NOTICE

Discontinuation of water service due to non-payment will resume in February 2023. Utility accounts with past due balances that are 60+ days past will be subject to discontinuation of service.

With the pandemic slowing and a variety of customer payment assistance programs available, the City will once again resume discontinuation of water service due to non-payment. Prior to discontinuation of service, the City will make every effort to notify water customers via written notice, door hanger, and phone call.

Utility Bill Assistance Available

The City is participating in the Low Income Household Water Assistance Program (LIHWAP). LIHWAP is a one-time assistance program designed to help households that are facing the threat of imminent disconnection, have already been disconnected or have a past due (arrearage) on water/wastewater bills. Notice of Adjustments to Water Rates

The City of Paso Robles will gradually phase in water rate adjustments over the next five years to support water system operating and maintenance expenses, fund the City’s share of debt service for the Nacimiento Water Project, and provide funding for capital improvements needed to support safe and reliable service. The City’s water utility is a self‐supporting enterprise that relies primarily on service charge revenues to meet annual funding needs. As such, water rates need to be set at levels adequate to fund the costs of providing service.

Receiving Your Water & Sewer Bill

The City bills for water and sewer services on the first day of each month. Bills are considered delinquent if not paid by 5 p.m. on the 20th day of each month and will be assessed a 10% penalty. Those accounts not paid by the 1st of the following month will be subject to a door hanger fee of $45 and a termination charge of $57.

Late or Non-Delivery of Utility Bills

Unfortunately, the city cannot accept responsibility for late or non-delivery of utility bills by the post office. If you have not received your bill by the 10th of the month in which your account is scheduled to be billed, please contact our office at 805-237-3996 to check your account status. Office hours are 8 a.m. to 5 p.m. Monday through Thursday, except legal holidays.

Direct Payment Plan

Through the Direct Payment Plan, you authorize the City of Paso Robles to deduct your payment automatically from your checking account or charge to your credit / debit card. You no longer have to worry about paying your bills when you are on vacation or out of town on business. Utility Bill Assistance

Low income households may qualify for assistance with past due water or wastewater bills through the Low Income Household Water Assistance Program (LIHWAP). 

LIHWAP is a federally funded program that offers a one-time payment to help you pay your past due water or wastewater bills.

LIHWAP helps pay overdue bills which accrued during any timeframe. There is no date restriction for when the overdue amount occurred.
