City Council Hearing

At their October 6, 2020 meeting, the City Council approved the Beechwood Specific Plan.  The agenda report for the hearing is available here.  A recording of the meeting is available on YouTube.  The second reading of the adopted ordinances is scheduled for the October 20, 2020 City Council meeting.  Go to the Agenda Center.

Planning Commission Hearing

At their August 11, 2020 meeting, the Planning Commission conducted a public hearing continued from their July 28, 2020 meeting.  The Planning Commission voted to recommend the City Council approved the project. Go to the Agenda Center.

Virtual Open House NOW OPEN!

The proposed Beechwood Specific Plan (Project) will begin the public hearing process soon and the applicant and City’s Community Development Department are seeking resident input prior to the hearings.  

Due to the covid-19 virus, the planned Second Open House for the Beechwood Specific Plan Project could not be held due to social distancing concerns. Therefore, the Project Applicants have prepared a "Virtual" Open House that can viewed online at https://beechwoodspecificplan.com.

The project website may be visited through the end of July.

The website describes the major components of the Project and addresses topics of interest or concern that were expressed at the first Beechwood Open House. At the end of the website presentation, comments or questions about the Project may be submitted. These will be forwarded to the City of Paso Robles Community Development Department staff for consideration in upcoming public hearings on the Project.

Project Description

The Project proposes the construction of 911 residential units, including at least 150 multi-family residential units; 40,000 square feet of neighborhood commercial/mixed-use development; 20 + acres of open space that include an 8-acre public park, smaller public green spaces, and conserved open space; and a 2.9-mile multi-use pathway network.

The Project also includes improvements to Creston Road, Beechwood Drive, and Meadowlark Road and proposes the extension of Airport Road from Meadowlark Road to Creston Road as well as a new collector road from Beechwood Drive east to Airport Road. Multiple off-site improvements to the city road network are also planned.

Environmental Impact Report

The Draft Environmental Impact Report (EIR) for the Beechwood Specific Plan (SCH #2018061064) is now available for review and comment.  The document can be downloaded from www.prcity.com/357/CEQA-Documents.  Due to COVID-19, the City Library and City Hall are closed, so copies cannot currently be viewed at these locations.  

The review period was from March 10 - April 24, 2020.

The project area is located between Meadowlark Road, Beechwood Drive and Creston Road, in the southeast corner of Paso Robles.

The project includes a General Plan Amendment, Zone Change, Specific Plan, Oak Tree Removal Permit, multiple Vesting Tentative Tract Maps, a Development Agreement and the formation of a Community Facilities District for the construction of 911 residential units including at least 150 multi-family residential units; approximately 5.6  acres of commercial/mixed-use development; an approximately 8-acre public park; and approximately 20 acres of open space.  Airport Road would be extended from Meadowlark Road to connect with Creston Road.
