Yesterday, the Governor released updated
industry guidance to help drive reopening for some sectors-?including for
retail, manufacturing and logistics – to begin reopening with modifications that reduce risk and establish a safer environment for workers and customers.
The State's announcement that California may soon move to an “early Stage 2” of reopening
does not authorize the County to implement the reopening
START Guide. The County cannot implement this framework until three things happen:
- The State lifts or modifies its Shelter at Home order
- The State allows for local control
- The County issues another executive order moving to Phase 1. Local officials say the State has not afforded local control, even with its announcement for “regional variation” to reopening last Friday.
