Industry Guidance to Reduce Risk

The State Public Health Office is emphasizing the need to get back to basics (hand washing, face coverings, distancing) to again flatten the curve on COVID-19 case rates so we can reopen the economy and schools. His office added clarifying guidance yesterday for the following industries:

  • Schools
  • Outdoor personal care services
  • Childcare
  • Day camps

School Openings

California schools will need to follow the guidance below for the fall of 2020 and beyond:

Priorities:
  1. Safe in-person school
  2. Mask requirement (for 3rd grade and above)
  3. Physical distancing
  4. Regular testing
  5. Rigorous distance learning (more details below)
Criteria to open in-person:
  • Must be off monitoring list for 14 consecutive days
  • If on monitoring list, schools must open with distance learning
  • 3rd grade and up wear masks
  • Regular staff testing (contract tracers will be prioritizing schools)
Rigorous Distance Learning:
  • Access to devices and connectivity
  • Daily live interaction with teachers and other students
  • Challenging assignments equivalent to in-person classes
  • Adapted lessons for ESL students and those with special needs
Note: State appropriated $5.3 billion to help make this happen

When to close in-person learning:
  • Schools will first consult a public health officer
  • Class cohort goes home if there is one confirmed case
  • School goes home if there is a 5% case rate
  • District goes home if 25% of schools close in 14 days
“Learning is non-negotiable. So is safety.”

This mandate applies to public and private schools. University guidelines are being developed.
