Ongoing and Planned Actions to Reduce Personnel Costs

The Great Recession and the coronavirus pandemic have led to worsening fiscal realities for the City and additional workloads for existing staff. As a result, the City has updated the Layoff Protection Plan (now called the Graduated Personnel Cost Reduction Plan) to make ongoing personnel cost reductions in concert with service reductions. Beechwood Specific Plan Public Hearing

The Planning Commission, after much thoughtful discussion, recommended approval of the project at its August 11 meeting. The Public Hearing has been continued to a future City Council meeting.

The 235-acre site is located in the southeast corner of the city; south of Meadowlark, east of Virginia Peterson Elementary, and north of Creston Road.    

If approved by City Council, the project would result in the development of 911 residential units, 5.6 acres of commercial and mixed-use development; an 8-acre public park; and 20 acres of open space.

Blueprint for Safe Reopening

California has created a new blueprint for reducing COVID-19 in the state with revised criteria for loosening and tightening restrictions on activities. Every county in California is assigned to a tier based on its rate of new cases and positivity. At a minimum, counties must remain in a tier for at least 3 weeks before moving forward. Data is reviewed weekly and tiers are updated on Tuesdays. To move forward, a county must meet the next tier’s criteria for two consecutive weeks. If a county’s metrics worsen for two consecutive weeks, it will be assigned a more restrictive tier. Public health officials are constantly monitoring data and can step in if necessary. Details

Tenant and Landlord Protection 

On August 31, the state passed COVID-19 tenant and landlord protection legislation. Under the legislation, no tenant can be evicted before February 1, 2021 as a result of rent owed due to a COVID-19 related hardship accrued between March 4 – August 31, 2020, if the tenant provides a declaration of hardship according to the legislation’s timelines. The legislation also extends anti-foreclosure protections in the Homeowner Bill of Rights to small landlords. Join CaliKids for this outdoor and socially distanced family fitness class full of FUN. This class is the perfect way to exercise, tumble, dance, move and play through warm-ups, games and obstacles. A parent or guardian will need to participate in this class to keep the flow of class safe, fun and socially distanced at all times.  Tuesdays, September 8-29, noon-12:45 PM in the Centennial Park courtyard. Join us for this seasonal all ages art class to learn step by step how to paint a wise fall owl silhouette with acrylic paint on canvas. Make your own independent art project or bring your kiddo or the entire family and share a canvas to make a family creation. Join Youth Evolution Basketball for a one week outdoor skills camp to help your child stay active and engaged in a safe environment. This camp will focus on the whole player, teaching your child the important skills needed both on and off the court including respect, teamwork, and responsibility. City Library Online 


The public is reminded that materials checked out from the Library Study Center before the COVID-19 closure in March are due. To facilitate the return of outstanding materials, the Library Study Center, located at 3600 Oak Street, Ste. 101, will be open for book drop-off only Wednesday, September 2, 11:00 AM-1:00 PM. Staff will be on hand to receive returned items at that time only. After that, all items must be returned to the main library facility, located at 1000 Spring Street. Fun Grab & Go craft kits for school-age children will also be available for pick up while supplies last!

Toddler Story Time participants will be thrilled to know that Miss Cappy is back with a Facebook LIVE story and craft on Fridays, 10:00 am. Craft kits will be available for pick up in the Library the Wednesday before her program (while supplies last) and participants are welcome to make the craft before or follow along with her during the program. Didn’t pick up a craft kit? No problem, attend her Toddler Story Time anyway!

Paso Wins Global Water Award

The Paso Robles Tertiary Treatment Facilities project is the winner of the Global Water Awards 2020 Wastewater Project of the Year.  This is an annual awards program administered by an international publication called Global Water Intelligence.  The project was nominated after it won California’s Engineering and Research Achievement Award. This project was among a short list of wastewater projects from Eqypt, China, and India.
