Mask Mandate

As of November 16, 2020 people in California must wear face coverings when they are outside of the home, unless one of the exemptions below applies.

Individuals are exempt from wearing face coverings in the following specific settings:

  • Persons in a car alone or solely with members of their own household.
  • Persons who are working in an office or in a room alone.
  • Persons who are actively eating or drinking provided that they are able to maintain a distance of at least six feet away from persons who are not members of the same household or residence.
  • Persons who are outdoors and maintaining at least 6 feet of social distancing from others not in their household.  Such persons must have a face covering with them at all times and must put it on if they are within 6 feet of others who are not in their household.
  • Persons who are obtaining a service involving the nose or face for which temporary removal of the face covering is necessary to perform the service.
  • Workers who are required to wear respiratory protection.
  • Persons who are specifically exempted from wearing face coverings by other CDPH guidance.
Quarantine

Travel Advisory

For the first time since the pandemic began, the California Department of Public Health (CDPH) has issued a travel advisory asking those arriving in California from other states or countries, including returning California residents, to self-isolate for 14 days. Oregon and Washington have issued the same advisory. The quarantine does not apply to those who travel for essential work.

Holiday Gatherings Guidance

This new guidance provides an updated plan for Californians to gather outside their household and replaces prior gatherings guidance. It applies to private gatherings, and all other gatherings not covered by existing sector guidance are prohibited. It also applies to activities protected by the First Amendment. Gatherings are defined as social situations that bring together people from different households at the same time in a single space or place. When people from different households mix, this increases the risk of transmission of COVID-19.

Measure J-20 & Next Steps

As of the County’s November 9th vote count, it appears that Measure J-20, a 1-cent sales tax to maintain City police, fire, and street maintenance services will pass, with approval from roughly 56% of voters.

The City of Paso Robles thanks all voters, regardless of their preference, for participation in the local election. The City is committed to demonstrating effective and accountable use of J-20 revenues.

On November 12 Council discussed immediate needs in the area of police, fire, and streets, and gave direction on several next steps associated with Measure J-20, including directing staff to return to Council with draft bylaws that create one Citizens’ Oversight Committee to ensure that the existing half-cent sales tax revenues as well as J-20 revenues are spent as Council directs; authorizing the Police Department and Human Resources to maintain open and continuous recruitment for entry level and lateral police officers as well as needed support services staff without limitation; approving grant funds to increase fire staffing by three positions; and directing staff to begin locally-funded work on a third fire station.

Central Coast Community Energy

A number of cities in SLO County, including Paso Robles, opted to switch to Central Coast Community Energy (3CE) for power, for competitive rates and cleaner energy. Eligible customers should have received a postcard in the mail with details. You do not have to opt in to switch, 3CE is working with PG&E for billing and using PG&E infrastructure to deliver your energy. More information on the 3CE website, or call 888-909-6227.

The Bear book cover

Library Book Group Reads: The Bear by Andrew Krivak

ZOOM Meetup: Thursday, November 19, 7-8PM.

In an Edenic future, a father prepares his daughter for an adulthood in harmony with nature, for they are the last two left. But when the girl suddenly finds herself alone in an unknown landscape, it is a bear that will lead her back home through a vast wilderness, which offers the greatest lessons of all, if she can only learn to listen. A cautionary tale of human fragility, of love and loss, The Bear is a stunning tribute to the beauty of nature's dominion. Registration is required for all participants to receive an invitation to the ZOOM meetup. For ages 16+.
