Council Provides Direction Regarding Public Health OrdersLast night, the Paso Robles City Council held a special meeting, in light of the state’s recent decision to issue a stay-at-home order for San Luis Obispo County.
After extensive public input and discussion, the Council voted to continue the City’s current approach for assisting individuals and businesses throughout the community cope with the challenges imposed by the pandemic.
On a 5-0 vote, Council agreed to: - continue with the existing stated course of empathy and education, working with the Chamber of Commerce to assist local businesses in understanding and meeting requirements;
- allow the County public health officer to designate what is egregious or flagrant violation of those requirements;
- authorize the Mayor to work with the other cities in the County to request that the Governor remove SLO County from the Southern California Region; and
- indicate its support for returning the County to the purple, or most restrictive tier.
The Council noted that State and the County Public Health Officer are responsible for establishing public health guidelines to which businesses and individuals in the City are subject. Dr. Borenstein is the San Luis Obispo County Health Officer.
The Council also recognizes that ending the stay-at-home order and placing the City in the purple or red tiers is not a decision the Council can make; currently, only the State can do so.

Purple Tier RestrictionsOn Thursday, December 10, 2020, the Paso Robles City Council voted to allow Paso Robles businesses to operate in accordance with the state's Purple Tier restrictions, rather than the Regional Stay at Home Order, at their own risk. Affected business sectors with links to Purple Tier guidance are listed below. - Bars, Breweries, and Distilleries - Closed where no meal provided, follow restaurant guidance where meal is provided
- Gatherings - Outdoor gatherings only with modifications, max 3 households
- Gyms and fitness centers - Outdoor only
with modifications - Hair salons and barbershops - Open Indoors
with modifications - Hotels and lodging - Open with modifications
- Movie theaters - Outdoor only with modifications
- Museums - Outdoor only with modifications
- Outdoor Playgrounds & Outdoor Recreational Facilities - Open with modifications
- Personal care services - Open indoors with modifications
- Places of worship - Outdoor only with modifications
- Restaurants - Outdoor only with modifications

COVID-19 Cases Are Increasing Across the CountySan Luis Obispo County added 196 new positive cases of COVID-19 on Thursday, which marks the highest daily new case count since the pandemic began in March.
The county reported its second-highest daily tally, 186 new cases, on Saturday. There are now over 1,000 active COVID-19 cases in the county.
The SLO County Public Health Office is asking all county residents to please pay attention to COVID-19 prevention messaging (see below) to help keep our at-risk residents, emergency operations staff and employees in open sectors safe from this disease.

Regional Stay at Home OrderCurrently the state's Regional Stay at Home Order is set to expire on December 21, 2020. Residents and businesses in Paso Robles who prefer to follow the guidance in the order are welcome to do so. Council's decision to allow business to operate under Purple Tier restrictions, rather than the Stay at Home Order, is an emergency measure designed to protect local businesses from closure and local residents from losing their jobs and income.

Quarantine GuidanceBased on local conditions, the County of San Luis Obispo Public Health Department adopted a reduced COVID-19 quarantine for some people, based on recommendations from the Centers for Disease Control and Prevention and California Department of Public Health. Beginning this week in San Luis Obispo County, close contacts of those with COVID-19 have two options for quarantine period from the last date of exposure: 14 days, or 10 days for those who are asymptomatic and don’t work in a high-risk setting.

COVID-19 Exposure Notification ToolThe California Department of Health and the California Department of Technology have launched a digital tool called CA Notify designed to notify Californians of their possible exposure to COVID-19. The free, mobile technology is now available to all Californians who wish to receive notifications informing them if they have been exposed to someone who has tested positive for the virus so they can take immediate actions around quarantine and testing.

Feed Paso ProgramIl Cortile Ristorante and La Cosecha Bar + Restaurant, in conjunction with PasoCares and ECHO have launched their Feed Paso campaign that will provide free meals to local homeless families and those in need during the holidays. Each time you order takeout at either restaurant, you will be asked if you want to contribute to the Feed Paso program. On your bill, you will be able to add $20 to feed a family of two, or $30 to feed a family of four.
