Council Discusses Impacts of Regional Stay at Home Order At a special meeting on December 10 to discuss local impacts of COVID-19, Council heard from dozens of residents and business owners and directed staff to: continue with the existing stated course of empathy and education, working with the Chamber of Commerce to assist local businesses in understanding and meeting requirements; allow the County public health officer to designate what is egregious or flagrant violation of those requirements; authorize the Mayor to work with the other cities in the County to request that the Governor remove SLO County from the Southern California Region; and indicate its support for returning the County to the purple, or most restrictive tier; and to reconsider this direction if the local situation or new State guidance warrant. Council will be discussing this item again at tonight’s Council meeting and may provide clarification or modifications in direction to staff, if needed.

Central Coast Community Energy (3CE) ForumsAs part of its extensive outreach, 3CE hosted virtual public forums on Dec. 8 and 10 in English and Spanish. 3CE staff provided an overview of services, explained that there would be no change in customers PG&E bills other than a line item showing 3CE as the energy provider and a possible reduction in rates, and held an extensive Q&A session. COVID-19 Business Assistance and Economic Recovery Program On December 15, City Council will be discussing a program to support local businesses this winter. If approved it will provide some capital that can leverage staff time, stakeholder investment, and potential donor contributions into making some progress toward economic recovery in the remainder of the current fiscal year.

Housing Element The City of Paso Robles is updating its Housing Element, a required Element of the General Plan that includes goals and objectives to achieve housing for all economic segments of the community, including affordable housing. The City Council received a presentation on the housing element and approved the first reading of the ordinance on December 1st. Council is expected to adopt the Housing Element on December 15, 2020.

Survey: Union Road-46 East Alignment ProjectThe City of Paso Robles, in cooperation with the California Department of Transportation (Caltrans) District 5, is currently preparing a Community Impact Assessment for the proposed project. The assessment will consider effects on recreational facilities/parks, businesses, and community character, among other topics. Learn more about the project and take the survey here.

COVID StatisticsAs of Monday, December 14, the County has 7,711 total cases, including 259 new cases over the weekend (91 of those cases were in the Paso Roble zip code). This week has also seen the highest number of hospitalized patients to date in the County, with 29 hospitalized and 8 of those in the ICU as of Monday. We currently have more active cases in the County than ever before at 1,332, and the highest positivity rate to date at 13%. Vaccine Distribution InformationLocal hospital workers and long-term care facility residents and staff will be among the first to receive a COVID-19 vaccination in a matter of days. Due to limited supplies, the County is taking a phased approach to vaccine distribution over the coming weeks and months. Two different COVID-19 vaccinations are expected to be available to some San Luis Obispo County residents in those first priority categories by the end of December. Details

IWMA Trash CampaignIn response to an increase in litter across the Central coast, Representatives from the SLO County Integrated Waste Management Authority announced the launch of a new ‘Central Coast Clean’ anti-litter campaign. In partnership with IWMA, representatives from the stormwater programs of all seven cities and the county have created the ‘Central Coast Clean’ campaign to educate the public about the impacts of litter.
