Community WorkshopPaso Robles City Council is inviting residents to participate in a virtual public workshop on February 20, 2021 to discuss budget priorities for the next budget cycle. The community visioning portion will begin at 9am. The Council’s goal-setting workshop will begin at 1pm. SLO County Close to Red Tier, but Not There YetSLO County is still in the Purple Tier of the Blueprint for a Safer Economy for one at least one more week. SLO County may move into the Red Tier in the coming weeks. While we remain in the Purple Tier for our adjusted case rate, our test positivity rate and health equity metric are both in or close to Orange Tier requirements. If we are able to maintain these metrics for two weeks, SLO County will qualify for a special health equity exception that places us in the Red Tier. Supplemental Sales Tax Oversight Committee Seeking VolunteersWith the passage of Measure J-20 in November 2020, the voters of Paso Robles approved an additional one-cent supplemental sales tax. A component of Measure J-20 calls for advice and oversight by an independent committee. As a result, the City of Paso Robles is now accepting applications for appointment to the Supplemental Sales Tax Oversight Committee. Details

10-Year Financial ForecastOn February 2, City Council heard a report on the City’s current financial situation, including the projected revenues and expenditures, over a 10-year horizon. It is meant to help City Council and staff prioritize programs and spending in the next budget cycle while reinforcing the City Council’s commitment to long-term fiscal sustainability prior to the visioning and goal setting session on February 20. Potential Changes to Sewer Rates At its regular meeting on February 2, City Council began the process of considering potential changes to sewer rates and will review the topic again on February 16. Should Council decide to move ahead, they will direct staff to commence the Proposition 218 notification, public hearing, and protest process for sewer rates for the next five years, and declare that a public hearing shall be held on April 20, 2021. Roadway Safety DiscussionThe City is in the process of developing a Roadway Safety Plan. This plan will establish the framework and process for identifying and prioritizing transportation safety improvements. Please visit the website to learn about the effort and provide feedback. Propane ProgramThe City is currently providing up to $100,000 towards the purchase of propane for local businesses as part of its COVID-19 Economic Recovery Program. Any business currently using outdoor propane heaters, with a valid City business license and following COVID-19 guidelines can participate. Amount of reimbursement is equal to 50% of total expense up to $700/month per business. Apply here

Keep It Local Gift Card ProgramThe Paso Robles "Keep it Local" Gift Card Program generates sales revenue for local businesses and saves residents money on local goods and services. The program encourages locals to buy full-value gift cards or certificates from Paso Robles businesses at a 20% discount and the City will then reimburse the 20% discount amount back to participating businesses up to $1,000 per business! Paso Homekey Wait List Opening For people experiencing or at risk of homelessness. Studio apartments with rental subsidy; tenant pays 30% of income towards rent. Apply online beginning February 16th at 9:00 a.m. The wait list will remain open until 300 applications have been accepted. Kudos to Streets CrewsAs crews continue to repair streets throughout the City, we thank our residents with their patience for the various projects. As supplemental sales tax funds begin being collected in April, we hope to have more updates to share. Here is a recent comment we received from a grateful resident: "Wow, after traveling this road for 35 years daily and have driven on it annually for the 20 years prior to that, what a difference. Much appreciated by us and our neighbors. It is a huge difference. Please share our appreciation with all of the city departments involved in this process."

Senior Tax Assistance AARP-Tax Aide will be at the Senior Center Monday through Friday from February 1 through April 1 from 9 to 12 for drive up and drop off service only. There will not be any in-person tax preparation. No appointments will be taken. When you arrive, please stay in your car with your mask on. A Tax Aide representative will meet you at your car window, give you forms to prepare, and take all your 2020 tax documents. Please do not come unless you have all your tax documents. When your tax return is ready in 7 to 14 days, you will be called and asked to return to sign and pick it up. Please go to the Central Coast Free Tax website at ccfreetax.org for more information.

Translation Services AvailableThe City of Paso Robles is using a new translation service to help callers more quickly. The service allows City staff to easily connect to a third-party translation service via a conference call. The service has been in use by the Police Department for some time and will now be available to all departments when callers access the City’s information line at 805.227.7276.
