Paso Robles City Council Meeting Highlights
for Tuesday, October 1, 2019  

Highlights from the City Council meeting on Tuesday, October 1, 2019 are as follows. The City Council took the following actions:
Heard about the Emergency Services Open House.  The First Annual Emergency Services/Fire Department Open House will be held this Saturday, October 5th from 10:00am-2:00pm at 900 Park Street. The event will include station tours, fire hose spray, apparatus displays, activities for kids, and a BBQ.
Approved Contracting with the El Camino Homeless Organization (ECHO) for Homeless Services.  Council approved a one-year agreement with ECHO to oversee homeless services in Paso Robles, including the construction and operation of the Paso Robles emergency warming center, with the option to extend the agreement in length and scope once the center is operational.
Approved a Contract for Animal Care and Control Services with San Luis Obispo County. The contract will cover the next three years and will continue the provision of ongoing field and shelter services. The contract amount will be $310,386 for the first year, with annual adjustments based on a rolling average of the service levels provided to the City during the previous three years.
Approved three agreements for Union Road Improvements near Barney Schwartz Park. Council approved agreements with CalPortland Construction in the amount of $2,528,453 for road construction, Wallace Group in the amount of $451,911 for continued engineering and construction management work for the road reconstruction, and Carollo Engineers in the amount of $51,656 for continued engineering and construction management work for the recycled water pipeline under the street.
Approved the Purchase of Land for Fire Station 3, at 2930 Union Road. Council authorized the City Manager to execute a purchase agreement in the amount of $3,425,000 for 8.5 acres of real property located at 2930 Union Road and identified as Lot 2 of Golden Hills Orchard Tract Map. This site is a desirable location for a fire station, a back-up emergency operations center, the City’s corporation yard, and other core City services. The purchase is at appraised value and will be funded through development impact fee revenues. The City will return to the Planning Commission and City Council once a specific project is ready for consideration.
Recommended that the County Board of Supervisors Approve the Renewal of Visit SLO CAL for Lodging within City Limits. Visit SLO CAL, the non-profit destination marketing and management organization for San Luis Obispo County, is seeking a ten-year renewal of the District, and an increase in the assessment on short-term lodging stays from 1.0% to 1.5%. The County Board of Supervisors has the final decision-making authority on whether to approve the renewal. The enabling legislation requires that each city in the County provide its input to the Board. Approval of a resolution expressing support is now being sought from each City Council. Council recommended to the County Board of Supervisors that they approve the renewal of Visit SLO CAL for lodging establishments in Paso Robles and authorized the Mayor to send an accompanying letter to the County and Visit SLO CAL Boards, making recommendations for improving collaborative performance going forward.
Discussed an IWMA Ordinance Regulating Styrofoam Food Containers and Products. The City has considered the preferability of a polystyrene and expanded polystyrene (Styrofoam) ordinance several times, most recently at the June 19, 2018 City Council meeting. In 2018, when it was last considered, the Integrated Waste Management Association (IWMA) was also initiating the consideration of a uniform ordinance for applicability throughout the County. It made sense for the City to await the results of that effort. The IWMA draft ordinance is currently being considered by the IWMA Board. Council discussed the issue and offered their individual recommendations to Mayor Martin, who will be sitting in for John Hamon, the City Council’s IWMA representative, to consider when addressing the county-wide Polystyrene Ordinance issue at the upcoming IWMA meeting.
Approved a Budget for the Downtown Parking Program. On May 7, 2019, City Council voted to establish a parking program by approving paid and timed parking in the downtown area. Over the past several months, City Council has directed the City Manager to dedicate staff time to this effort and to execute agreements with vendors for program implementation components such as license plate recognition equipment and software, parking pay stations, and others. Council approved budget actions, including an interfund loan from the General Fund to the Downtown Parking Fund, that will allow for the start-up and ongoing costs of the program, as well as repayment through future program revenues.
Set Interview Dates for Applicants to the Airport Commission and the Supplemental Tax Oversight Committee. Council set a date of Wednesday, November 13, 2019 for a special City Council meeting to interview applicants and make appointments to the Airport Commission and to the Supplemental Tax Oversight Committee.  The City of Paso Robles will accept applications for appointment to the Paso Robles Airport Commission and the Supplemental Tax Oversight Committee Member until 5:00 p.m. Friday, October 17, 2019.  Applications may be obtained at City Hall, 1000 Spring Street, or online at  For more information, please contact the Deputy City Clerk at (805) 237-3960.

The next City Council meeting takes place on Tuesday, October 29, 2019 at 6:30PM in the Library Conference Center at 1000 Spring Street. The October 15th Council Meeting was rescheduled to October 29th due to a conflict with the 2019 Annual League of California Cities Conference, which Councilmembers will be attending.
